Finland citizenship requirements

Requirements

Everything Finnish citizenship asks for

Continuous residence
Years of residence in Finland. The language route asks for 5 years, the general route 8 and Nordic citizens 2.
Legal residence
Your residence must be legal throughout, on a continuous (A) or permanent (P) permit, or as an EU citizen's registered right of residence. Finland has no permanent-residence precondition.
Language skills
Finnish or Swedish at the National Certificate level YKI 3, roughly B1.
Sufficient financial resources
A reliable means of support. New since December 2025.
Clean record
No disqualifying offences. Integrity waiting periods of roughly 1 to 8 years can apply, counted from the offence and assessed case by case.
Citizenship test
A test on Finnish society. The amended Citizenship Act is in force from 1 January 2027 and the test is required for applications submitted on or after 1 March 2027. Migri has not published the format, the number of questions, the time limit or the pass mark.
Decision by Migri
Migri grants citizenship administratively once everything else is in place.

How days outside Finland count

Up to 365 days abroad count across your required period, at most 90 of them in the year before you apply. Days over do not fail you, they push your eligible date back one day for one. Verify with Migri.

Rules tightening
A citizenship test starts in 2027, and residence, income and integrity rules were raised in 2024 and 2025.
