Kansalaisuuskoe is Finland's citizenship test. It does not exist yet: the amended Citizenship Act takes effect on 1 January 2027, and the test is required for applications submitted on or after 1 March 2027.

Passing Kansalaisuuskoe

Is there a Finnish citizenship test yet?

Not yet. Finland's amended Citizenship Act enters into force on 1 January 2027, and the citizenship test — kansalaisuuskoe — is required for applications submitted on or after 1 March 2027. Applications submitted before that date are not affected by the test requirement.

What score do you need to pass the kansalaisuuskoe?

Migri has not published one. It has also not published how many questions the test asks or how long it runs, and it has said more information on preparing for and taking the test will be available during autumn 2026, along with one publicly available set of study material for all applicants.

Who has to take the Finnish citizenship test?

Applicants aged 18 to 64 submitting a citizenship application on or after 1 March 2027. The test is taken on a computer, in Finnish or Swedish. Migri has said exemptions may be granted in some cases for reasons of health or disability, or for other very serious reasons.

Finnish citizenship also asks for 8 years of residence on the standard route, a language qualification and a clean record — each with its own rules on absences and timing.
