Migri has said exemptions may be granted for reasons of health or disability, or for other very serious reasons. It has not published how an exemption is applied for, what evidence it takes, or who decides. That process is one of the things still to come.
Migri describes it as key legislation governing life in Finnish society, fundamental and human rights, Finnish history and culture, and questions of equality including equality between the genders. That is the full published description and it is deliberately broad, because the study material that will make it concrete has not been published yet.
