When the Finnish citizenship test starts, and the two months in between

The law changes on 1 January 2027 but the test only applies to applications submitted from 1 March 2027. Those two months are the most useful fact on this page.

The two dates that matter

What the gap actually means

Two months sit between the law taking effect and the test biting. An application filed in January or February 2027 falls inside that window and does not carry the test requirement, even though the amended Act is already in force.

That is worth knowing early rather than late, because a citizenship application is not something most people can bring forward at short notice. If your timeline was already pointing at early 2027, the window is a real consideration. If it was not, it is not a reason to rush an application you are not ready to make: the other requirements the amended Act tightened still apply to you either way.

We are not going to tell you what to do with that. It is your application and the rest of the conditions are yours to weigh. But nobody should discover this in March.

Who is actually making the test

  • Whether the test is taken on paper or on a computer.
  • The study material itself, which Migri expects during autumn 2026.
