This is one piece of it. See the whole journey on belongnordic.appIf you register, you pay, whether or not you sit the test. HK-dir states this plainly. The one exception it names is a sick note: with a sykemelding you can take the test another time. To withdraw at all you contact your test centre, not HK-dir.
Because the municipalities run the test rather than the directorate, and they set their own fees. A six-fold spread between the cheapest and the most expensive is a lot of money for the same paper, and the portal is where the real figure for your centre appears.
It is worth checking neighbouring municipalities if the difference matters to you, though the practical constraint is usually which centre has a date at all.
Two free things. Samfunnskunnskap.no is the official learning resource, written by HK-dir, covering education and working life, family, health and everyday life, and Norway past and present. There is also an official eksempelprøve, an example test, which HK-dir is careful to say is not the paper you will sit but does show you how the questions look and how you answer them on the computer.
785 of them are Norwegian, drilled chapter by chapter in the order the official material sets them, with a mistakes deck, spaced repetition and full mocks under the real clock.
