This is standard practice for large-scale tests and it is the same reason Sweden's first sitting in August 2026 had no pass mark set in advance. A new question has to be used before anyone knows how hard it really is.

The practical consequence is small but worth knowing: you have eight wrong answers of room among the scored questions, not twelve. And because you cannot tell which four are the trial ones, the only sensible approach is to answer all thirty-six as if they all count.
Passing statsborgerprøven is one of two test requirements. UDI also asks for an oral Norwegian test at level B1 or higher for most applicants. A2 is enough in a few defined cases: if you are stateless, if you are over 55 and came to Norway on an application for protection or as a resettled refugee, if you are over 55 and receive disability benefits, or if you applied for Norwegian citizenship before 1 October 2022.
