The fee does not apply to a person who is stateless and who has been granted refugee status or a travel document by a Swedish authority. It is one sentence in an amending regulation, it is not on UHR's page, and it is the difference between 2,000 SEK and nothing for the people it covers.
It is not the cost of becoming a Swedish citizen. The citizenship application itself is charged separately by Migrationsverket, and the test fee sits on top of it for the people who have to sit the test.
It is also not a fee you can pay to book a place. Payment follows registration, and registration follows Migrationsverket's letter.
